Summary

The City Administrator performs professional administrative work encompassing the operation and general supervision of all City departments and administrative affairs of the City, subject to the authority vested in the Mayor.  The Administrator implements policies established by the City Council and Mayor, and recommends policies and programs for Council consideration.  The Administrator is responsible for the effective and efficient utilization of the personnel, financial, and material resources of the City.

Work performed is subject to direction by the Mayor and is reviewed through discussions and analysis of recommendations and desired results, along with adherence to Federal, State, and local laws and policies.  The supervision, direction, and personnel management of the City’s department heads is required.  Department heads currently include the Administrative Services Director, Finance Director, Public Services Director, Court Administrator and Chief of Police.  The City Administrator reports to the Mayor.

Job Duties

Plans, directs, coordinates, and administers the activities of all City departments, commissions, and boards in the implementation of the requirements of decisions, regulation, and policies of the City Council.

Reports regularly to the Mayor concerning the status of all assignments, duties, projects, and functions of the various City departments, commissions, and boards.

Coordinates the preparation of the annual budget; reviews and analyzes the budget and is responsible for budget administration after adoption.

Monitors purchases and expenditures of all departments.

Provides written or oral information and recommends action to the Mayor and Council on such measures as deemed necessary or as requested.

Directs, approves, reviews, and monitors operating procedures and performance standards for City departments.

Coordinates with the department heads, the implementation of capital improvement programs as predicated on long range plan and policies developed by the City.

Works with the Mayor to determine staffing needs within sustainable budgets.

Responsible for overall supervision, direction, evaluation, training of City personnel.

Attends all meetings of the City Council, represents the City in inter-jurisdictional matters and meetings, and responds to the media and other organizations as directed by the Mayor.

As management representative, will participate in union negotiations and provides recommendations regarding negotiation strategy.

Assists the Mayor in conducting the City’s business in all matters, and performs all other duties and assumes all other responsibilities as the Mayor or Council directs, or as ordinances and resolutions of the City Council require.

The Ideal Candidate

The City of Yelm is seeking and experienced manager and strong leader who understands all aspects of municipal government and is prepared to meet the challenges facing small cities.

The candidate must have a proven track record of responsible budgeting and conservative financial management.

The new City Administrator will serve as a mentor and must have the ability to foster a strong team environment.

The candidate will be approachable by all citizens, staff, and City Council members.  They will communicate effectively with all constituents.  They will establish and maintain an effective working relationship with other employees, the Mayor, City Council, and the public.

They will have extensive knowledge of modern principles and practices of municipal government, including program planning, direction, coordination and evaluation.  The candidate must have knowledge of municipal finance, including capital improvement programs and municipal budget law.  Knowledge of modern personnel management principles and practices and administrative techniques required to effectively coordinate activities of all city departments will be considered.

Abilities

The Administrator must have the ability to present ideas and data clearly and concisely, both orally and in writing, to groups and individuals.  The position requires the exercise of keen judgment, imagination, and foresight in making management decisions and developing long-range plans.

The candidate will be able to lead projects from inception to completion with close attention to detail and plan for the financial strength of the City through the development and coordination of programs for generating revenues, controlling expenses and the efficient utilization of resources.  The ability to analyze a wide variety of information and to prepare clear and concise reports is key, along with establish and maintaining effective working relationships with elected officials, employees, representatives of local State and Federal agencies and the public.

The Administrator must analyze organizational and administrative problems and adopt or recommend and effective course of action, and provide leadership to others in such action.  The ability to delegate responsibility in balance with available resources is necessary.

Minimum Qualifications

A bachelor’s degree in business or public administration and five years of executive level management experience is required.  An equivalent combination of experience and training will be considered.

Preferred Qualifications

Candidates with a Master’s degree in public or business administration and membership in ICMA will be shown preference.  City Management experience preferred.
