Scanned ballot images are recounted by the tabulation system software in a machine recount. Paper ballots are not retrieved or rescanned. Ballots without votes in the CD3 race are examined to inspect for potential marks and verify no votes were cast. The County Canvassing Board will resolve any ballot questions raised during the recount. This process is codified in WAC 434-264-055 (https://app.leg.wa.gov/wac/default.aspx?cite=434-264-055).
Candidates Marie Gluesenkamp Perez and Joe Kent finished outside the range requiring a mandatory machine or hand recount. As allowed by state law, Kent’s campaign requested a machine recount. The entire cost of the recount will be paid by the Kent’s campaign.
